Regional Safe Schools Program
Eligible Students
The program serves regular education students grades 6-12 who meet one or more of the following criteria:
- Recommended for expulsion by a member school district
- Suspended at least twice for a period of 4-10 days for gross misconduct
- Involved in misconduct which demonstrates a long term pattern which is severe, repetitive and for which the home school has exhausted its resources in unsuccessful remediation attempts
Program Description
The Regional Safe Schools Program of McHenry County offers a comprehensive educational program that addresses the instructional and developmental needs of students. The RSSP features an open entry/exit student experience that includes standards aligned instruction in approved curricular areas as well as counseling services on an individual and group basis. Students who complete the program successfully will return to their respective school or graduate with a diploma from their respective school of origin.

The Regional Safe Schools Program offers the following unique features:
- Mandatory search of person and belonging
- Mandatory agency counseling for students who violate drug policy
- Mandatory individual and group counseling
- Individually articulated education and therapeutic program
- Volunteer enrollment
- A Parent/Family night per semester
- Development of IAEP goals for each student including
- Career and Technical Education Program in conjunction with Marengo High School

Mr. Scott Whipple- Principal
I am starting his 20th year in education. I began my journey in education after graduating from St. Cloud State University with a Bachelor’s Degree in Biology and Health Education. I started teaching middle school science in the City of North Chicago. I knew I wanted to become a teacher after working as a swim instructor the summer after high school. After teaching for a few years, I moved into administration as a dean of students and an assistant principal. I am currently in my 8th year working as a principal. My passion is supporting staff and students and creating a safe space and culture for learning to thrive. I’m excited to serve Evergreen Academy as our new principal.
Mrs. Nancy Stone – Administrative Assistant
I started working in the school system in August of 2002-2003 school year. Working in the schools at that time was ideal because my children were school age and I could be on the same schedule as them. I stayed all these years because I enjoy working with kids.
I have 3 adult children, 2 grandchildren and 1 dog and 1 cat.
Mr. Joe Coughlin
My name is Joseph Coughlin. I am the English and History teacher here at Evergreen Academy. I’m a graduate of the University of DePaul with a Bachelor’s degree in English. After graduating from DePaul, I began coaching Cross Country & Track at Crystal Lake South. Enjoying that job, I made the decision to pursue a career in teaching. I obtained my license from Eastern Illinois after student teaching at Prairie Ridge High School
Ms. Audrey Donovan
Hello! My name is Ms. Donovan, and I’m a dedicated school counselor with over a decade of experience working with children and adolescents. I earned my Master’s degree in School Counseling from Lewis University in 2021 and have since had the privilege of supporting students from 3rd through 12th grade. I’m passionate about helping students thrive across all counseling domains—whether it’s social-emotional learning, academic success, or college and career readiness. Outside of school, I’m an avid reader who lives off music, finds joy in art and creative expression, and proudly advocates for mental health awareness. I cherish time spent with my family, amazing boyfriend, and close friends, and I’m truly excited to continue empowering students to grow, overcome challenges, and reach their full potential.
Mrs. Kelsey Hillard
Hi! I’m Kelsey Hillard, and I teach Math and English at Evergreen Academy. I’m thrilled to be celebrating my 10th year of teaching and to be part of a school that empowers students while providing a safe and supportive environment for learning. From the very beginning of my career, I’ve been passionate about helping students grow not just academically, but also in discovering their unique strengths, interests, and dreams. I earned my bachelor’s degree in Elementary Education and went on to complete a master’s in Teaching and Learning, along with a Principal/Administration license. Over the years, I’ve taught both 2nd and 5th grade, and now I truly enjoy working with middle and high school students.
I grew up in the northwest suburbs of Chicago before moving to Colorado in 2016. This past May, my family and I returned to the area, and it has been so wonderful to come back home. I’m married and have two amazing children, Mia (5) and Daxton (3). When I’m not in the classroom, I love spending time with family and friends.
For me, teaching is more than a career, it’s a calling. I strive to create a classroom where students feel supported, encouraged, and confident to take on challenges. My greatest joy is seeing students succeed academically while growing into individuals who believe in themselves and are excited about learning. Being able to guide students as they discover their passions and pursue their dreams is what inspires me every single day.
Ms. Kim Wittstock
Hello! I’m Ms. Wittstock, I teach the Art & CTE courses at Evergreen. I began teaching high school art & CTE in 2020 after graduating from Concordia University Chicago with a BA K-12 in Visual Arts Education and an endorsement in graphic arts/CTE. When it comes to artmaking, that has always been one of my passions, and I knew I wanted to pursue an art related career my entire life. Although, the art teachers I had and art courses I took in middle school through high school are what inspired me to become an art educator myself. It is something I had set my mind on very early, and I have never felt the need to look back. The therapeutic process of creating artwork and refining my artmaking skills has always been an essential part of my life. The extent my art teachers went to providing a safe space and healthy outlet for me to showcase my talents and explore my strengths (that at times I didn’t even know I had) was such inspiration for me to get my postsecondary education in teaching so I could provide the same environment for kids. Learning how to most effectively provide that environment in my own classroom was such a positive experience throughout my college career. The idea of my lifelong profession involving the opportunity to share the artmaking process with kids and teach them how to compose such beautiful work while providing them an outlet through creativity was something I have dedicated my life to and plan on continuing to do for the long run. The art of teaching; being in the classroom, working with students, watching their growth & helping guide them on their path of academic success/their road to success beyond high school, has become my true passion. I taught in Naperville for 2 years prior to moving to McHenry County, and I loved teaching hundreds of students in such a large high school, but being given the opportunity to work at Evergreen had allowed me to realize my home was being an educator for the McHenry County Regional Safe Schools Program. Being an educator in such a small school setting has allowed me to build such meaningful relationships with students and staff, ones that I will forever cherish. I love being a part of the Evergreen Academy family and seeing how much of a daily positive impact artmaking has made in our students’ lives.

Referral Process
All referrals of students to the program must be made by a member district. Parent and agency inquiries will be redirected to the home school district. Any administrator may make a referral of a student to the program by contacting Evergreen Academy and requesting the appropriate referral materials or by printing out the referral packet below. A student interview will be scheduled upon receipt of a completed packet and all requested information found on the Referral Profile checklist.
The purpose of the referral process is to gather information on the student’s needs and eligibility for the Regional Safe Schools Program. Below are the steps necessary to complete the process.
- Contact Evergreen Academy and request a referral packet. Or print one below
- Complete and return via email or fax ALL required paperwork
- Referral packet will be reviewed to determine student eligibility
- Referring school liaison will be contacted to arrange an interview/intake meeting with perspective student, parents and school district representative

What is Google Classroom?
Google Classroom is your child’s digital link to learning.
Teachers will use Google Classroom to post class announcements, share content, links and assignments. Your child will use Google Classroom to open, download, complete and submit their class assignments back to their teachers for feedback.
Students should log on to Google Classroom daily on school days.

Services
Evergreen Academy is a Regional Safe Schools Program as defined by the Illinois School Code 105 ILCS 10-22.6; designed to serve students in grades 6-12, ages 11-18. Students are typically referred to Evergreen Academy by member school districts for violations of school codes or repetitive offenses of school rules. Evergreen Academy provides a smaller environment that allows staff members to focus on individual student’s needs. Evergreen Academy has been consistently successful in providing interventions that have helped students achieve positive re-entries to their home school and graduate.
Background
Legislation authorizing the creation of a system of Regional Safe Schools has presented a unique opportunity to the McHenry County community in the form of a regional program to preserve a safe learning environment for the county’s 50,000 students.
Philosophy
The Evergreen Academy Program is designed to:
- supplement existing comprehensive programs and services, not duplicate them;
- include a challenging academic program that has the flexibility address individual needs for academic remediation;
- address the therapeutic needs of the student client within a family context; and
- provide an opportunity for early intervention and re-entry to the home district.
Student Population
The student population to be served shall meet one or more of the following established criteria and be deemed appropriate for enrollment by local school officials in consultation with the RSSP Director and the Regional Superintendent:
- suspended at lease twice for a period of 4-10 days for gross misconduct as defined by the Illinois School Code 105 ILCS 10-22.6;
- recommended for expulsion by member school district administration to local school board; or
- involved in misconduct which demonstrates a long term, pattern which is severe, repetitive and/or cumulative and for which the district has exhausted its resources in unsuccessful remediation attempts.
- upon return from correctional custody;
- following an arrest for criminal acts directly related to school activities;
- as recommended for students remanded to the juvenile or criminal courts for acts directly related to school activities.
Desired Outcomes
The desired outcomes of the RSSP include but are not limited to:
- an increase in the level of safety for the student body in the school from which the RSSP student is administratively transferred;
- a decrease in the incidence of classroom and general disruption in the school from which the student is administratively transferred;
- attainment of individual self-management goals as outlined in the IAEP and compliance with the RSSP Disciplinary Policy;
- attainment of therapeutic goals as set within the IAEP; and
- attainment of passing grades in all mandated curricular areas as noted in the IAEP.
Clinical Services
Based on identified student therapeutic needs, services will be provided in the following areas:
- Social Skills
- Anger management
- Conflict Resolution
- Alcohol/Substance Abuse Avoidance
- Self-esteem
Identified student needs will be addressed in a family context. Once a month the student’s school day will include two hours of required community service and a parent/family activity to follow.
Curriculum
An articulated curriculum plan will be integrated with each student’s IAEP in consultation with personnel from the home school to ensure successful home school reentry. The RSSP curriculum is characterized by:
- Open entry and open exit flexibility.
- Presence of all mandated curricular areas.
- High interest materials.
- Computer assisted delivery of K-12 software developed by the Computer Curriculum Consortium.
Intake Meeting
The intake meeting is designed to confirm the student’s eligibility and willingness to participate in the RSSP. This meeting must include the student, parents, and district representative. Other members of this meeting may include school administrators, teachers and clinicians, as deemed appropriate.
